The 2024 population and housing census concluded yesterday, Monday, after lasting throughout the month of September. This process aims to achieve many social results, after adopting a new methodology in statistics, such as relying on two forms, long and short, which is a methodology that prompted many to wonder whether it is based on international experiences or Moroccan efforts.

In this context, strategic expert Amin Sami stated in a special interview with “Safircom” that international efforts are necessary and that we must learn from the best international practices, “which is a desirable and correct issue, and there is no debate about it,” adding that “international efforts must be adapted to reality and to the type of information that we wish to collect and through which we achieve the goals that we want to implement on the ground.”

Amin Sami said that the goal of collecting data and information is to “use it in the development field in a big way, especially since we are facing a group of challenges, such as the challenge of drought, the challenge of water security, climate change, and energy security.”

Sami added that this information and the way it is processed should help and contribute to answering these challenges, and that “the best practices today have been adopted according to a Moroccan perspective and a purely Moroccan methodology, so that this product will be 100 percent purely Moroccan.”

Regarding the future stakes and features of the 2024 census in light of international transformations, Amin Sami said, “One of the principles framing this process is economic efficiency,” wondering, “Why did we say efficiency and not effectiveness?” Pointing out that there is a difference between them, “Economic efficiency is the turning point from economic effectiveness to high performance in economic practice.”

He pointed out that economic efficiency means first of all “that you achieve the goals with the least resources and with measurement, meaning adapting the big goals to the available resources,” referring to the 80/20 principle, meaning 80 percent of planning and 20 percent of implementation, and this ratio “gives us 80 percent of the results and this is what is called economic efficiency.”

The second issue that the strategic expert addressed in his dialogue is human development, as “here we are talking about education, health and individual income, and this is what the seventh census will answer,” adding that the third issue is social and spatial cohesion, and their integration at the level of the region, the community and the region, considering that the census is what will serve these operations.

Amin Sami stressed that the 2024 census must take into account international changes, and the same applies to “any territorial actor at the level of territorial development management, as he must also pay attention to these external changes and their impact on the environment in which

he works.”
